Their reps are under extreme pressure from their constituents. And they are blackmailing you using your bill that will create new jobs in your district as leverage. You're also under extreme pressure from your district. You also need to deal with external things and every district has an opinion on the matter. The complexity just grows...the problem is that there are too many people who together instinctively think in the short term and not the long term. Who don't care that in order to see good things down the road, sacrifices need to be made today. Kinda like how people don't get that a Capitalist system requires a certain level of unemployment and a continual source of new labor that outpaces birth rates.
