Not exactly.
A clear mandate would make it difficult for the opposition to filibuster the opposition, whoever that is, but a close race makes continuing the gridlock more likely.

A win by less than the margin of error allows either candidate to realistically play the rigged card, let alone the need to recount based on state laws.
