No, I bred a dragon today and got that message, although I didnt get any eggs so maybe its related. Nope even Nikola who i got eggs from can breed in a day.

actually it is a count down it is saying basicly you breed that particular dragon __ days ago so you have to wait __ days to breed if it says you breed less than 2 days ago that means in 3 days you can breed again that is one of the new updates

It is just a count down till when you can breed again, which hasn't changed from the 7 days.
