I'll be honest. The whole fan club thing started a long time ago. A GW chat thread I belong in got bored and started creating fan clubs for each other. And over time each fan club went in a different direction. That said Dr. Weir is right. Over time you develop a reputation on GW. And the possibility of such a fan club thread depends solely what kind of person you develop into on the forum. Does the majority of the forum hate you or like you?
