I've recently been noticing that Sci Fi's Saturday disaster movies have gotten worse. With walking sharks and man-sized insects, the movies make the realm of "bad" B scifi look sensational. I just can't figure out where they find so many bad films. Statistically speaking, a few should be good.
My theory: Somewhere at a less than reputable university, they have a screenwriting 101 class, and the students' final project is to construct proto-scifi films. Sci Fi bribes the professor, and gets him or her to hand over the atrocious final projects and immediately turns these into films.
