Well if you have a mic and can record your voice on your computer (Most MP3 players come with voice recording but the quality is sketchy), then you can use a free program called Wavepad to add a 'flange' effect to your voice and make it sound like a Goa'uld.
You may have to experiment with the flange settings. I suggest you also slow your voice down with the program to make it sound deeper to enhance the flange.

If you get a piece of software called audacity http://audacity.sourceforge.net/ this will do what you want as well. Audacity support a large number of features and effects and will do what you want.

In WavePad, While recording just be talk normal, then slow down the pitch to about 80-90, after that change the flanger to "Strong" or just max everything in the flanger to max, or try your way out.
One scary thing though, while recording just recently I changed the pitch and sounded like a goa'uld without the flanger
Anyway, do Pitching BEFORE flangering

If you want it in real time, say over the phone to freak people out
then try this, you will have to edit the software settings to get gould sounding voice.

Other wise playing about in most audio editing software will produce the same effects on a prerecorded voice.
