channeling money, The governement gave Nasa a billion dollar to develop the new space material, Nasa turn around and gave the money to SGC and NASAget the formula of new super metal alloy on the same afternoon.
Or Nasa commission a engineer firm to build special parts and engine for 304, and those firm follow the plan they got from NASA assuming it is for some new space shuttle, but actually they are for the 304.

All the very smart scientist recruit fro NASA was actually going to work for SGC or area 51.

And they a contact to send satellite into the orbit, actually F-302 deliver them .

NASA is like the mob's legal business front.
The european, Russian ,and chinese space program does the same thing for the other country.
