The Asgard are definitely the smarter of the two...
As for the Tollan, they were indeed descended from humans on Earth. They were NOT descendents from the Ancients. As Daniel said in "Enigma" (The eps. we first met the Tollans), if it hadn't been for the Dark Ages, we'd have already been colonizing other worlds by now. The Dark Ages put the Earth behind technologically by 800 years, in which learning and knowledge was anathema. The Tollans just had a head start ahead of Earth, by several thousand years. Earth will no doubt catch up to where the Tollan had been within a 100 years or so. Of course we've got the advantage of having discovered Atlantis, and getting help from the Asgard.
...but back to the point of the thread... The Asgard... definitely.
