Chevron locked or unlocked i don't know, do you?

When Apohis goes to Abydos, the first chevron we see when the gate avtivates does move.

Ok, cool, I think at the begining of the series they did that, but I am not sure.

The probably did and then realised that they wernt suppose to do that or it cost more to do it so they stopped

Yes, it probably costs more money to have every chevron move.

Also the prop they use for off-world locations has to be faily easy to move(other than the fact it is 2 stories tall when complete). If it had moving chevrons, it would have more parts and take more time to move.
