    Dukat is by far the best. He has the most depth to him and the most intriguing characterisation by far.

    As a top five I would say:

    1. Dukat
    2. Q (If you consider him a villain)
    3. Weyoun
    4. Khan
    5. General Chang

      they say to never turn your back on a Breen....maybe Dukat was part Breen

        Khan Noonien Singh - Hands down winner, no one even close in the rearview mirror.

          only the Ricardo Montalban version of him though...the Benedict Cumberbatch version, while OK, wasn't on the same level as what Ricardo brought to that role

            See I find them such different portrayals that I find them difficult to compare directly. But I feel Cumberbatch still gets the best scene out of the two with his moment in Brig talking to Kirk and Spock.

              I agree with a lot of these but said no one mentioned Kai Winn. DS9 really did the best villains

                I agree, I think DS9's villains were the best, they were complex and very well devoloped. Dukat is my favorite Star Trek villan.

                  My favourite Winn scene is still the first time she meets Weyoun and gives him a very veiled smackdown when he suggests they are very alike.

                        I'm surprised no one has mentioned Seska. She may have not been the best developed villain, but she certainly was one when she appeared.
