Why was Joe and the Police Commissioner meeting at a coffee shop to discuss case files!?

Is The Flash too poor to create a new set or have them meet at the CCPD office set?

They are literally talking about sensitive stuff like there being moles in the department...why not meet somewhere safe and secure?

Like, I dunno, Star Labs!?
