Why didn't they instead have the members of SG1 be having a conversation asking Sam about her recent experiences in the Pegasus galaxy as head of Atlantis?

Or would that have been toooo confusing for non Stargate fans just watching the movie?

It think that would have been a nice nod to SGA.

Because they created the movie without any intention of it being set after Carter left Atlantis, which is something they did not even know would happen at the time.

Basically, Continuum ended up being released around the start of season 5, so they saw an opportunity to write a line into the premiere tying Carter's departure to the events of the movie. However, the movie was filmed prior to the start of season 4. In fact, the decision to move Carter over to the show happened while she was filming that movie.
