Yes. Everything is canon now.
These were first announced (IIRC) during Star Wars Celebration earlier this year. It's not a replacement for Rebels, just something else to explore little corners of our favourite galaxy far, far away. I believe the final four shorts (the ones that came out just this past weekend) are the conclusion of the first 'season' of 16 shorts.
I think they're pretty neat. I know they're only like 3 minutes long so don't allow for any grand, sweeping story, but I like how each short is kind of a little slice of life in the galaxy. And yeah, they allow for some really cool and surprising revelations, like in the one posted up above
