Mh, according to a friend of mine who's living in Seattle winters can be turn out as pretty cold and full of snow and ice in that area. With temperatures around 40°F? I'm a little bit confused now ...

i don't live in Seattle but from my brother who does. it barely snows, if so like an inch. which shuts down the city lol. but i don't know about portland exactly.
