I don't think he is a Hexenbeast. More like something in the same family. He may be demonic given the whole red skin when he underwent the purification process.

he is half Hexenbiest, so his father must have been some royal and his mother a hexenbiest (that's maybe the reason the hexenbiests are more or less loyal to him) and regarding the red, I don't think this is part of him as wesen, just a sideeffect of the potion. You could see how he looked like when he stands in front of the mirror before taking the potion. Have you seen also his dark visible breath when he is being purified?
