It is bit strange , instead of Col Telford going to the Stone room and meet the visitor from Destiny.
We saw Rush and Young in a waiting room , and somebody tell them Telford is ready to see them, and When did a Telford get the nice office.

I expect General O'Neil get that sort of office and receptionist and waiting room for visitor .
Col Telford must be doing well for himself.

It seems to me like it was written with o'neill in mind, perhaps RDA wasnt available to film at the time so they just changed it to telford?

Well Telford is a colonel, and it was stated in SG-1 that colonials have their own office, Sam to Jack "Sir you do have an office".

Gen. Oneill is in charge of HomeWorld Security and all matters related to the Stargate, my guess is that Telford is in charge of Destiny matters on Earth and there for has an office in Stargate Command.
This is what have assumed anyway.

They couldn't get RDA for the episode and had to use Telford since it would be pretty odd to decide to go into stasis for 3 years and not show a scene with homeworld.

Or maybe the LA attack on earth took out the higher ups. That's normally how promotions work in the upper ranks of the military. Until someone actually retires (or gets retired), nobody is going anywhere. Career wise anyway.

Although given the year-ish mentioned in the last episode, that's a pretty big jump from mission specialist to his own office.
