How good would it be at exploiting aquatic food resources should it be required to do so? How good would it be at hunting flying creatures? Would it ever be able to use a stargate to go to another world and hunt there? Tool use helps us to exploit many different areas.
The predator is limited in its development and as such might well be doomed to extinction should it have a major interruption in the food supply. The lack of tool use limits the need for an increase in intelligence. As smart as it *might* be, I doubt the species would ever get any smarter.
