What are your theories on how Ancient's govern their society? How they build infrastructure, ships, and weapons?

my guess is it wasn't that much different then the other advance races we've seen. there is a strong focus on education and technology as well as exploring (which they did once they invented the stargate)

As for government, we can infer from the rulers on Atlantis that the Alterans used a "high council" type of government (rule of the city and Pegasus as a whole would follow a pattern similar to the overall Alteran government structure) where a few made decisions for the whole. I prefer to think that it is a meritocracy, where the best of the best rise to leadership.

It's very obviously an extremely socialist society. Rule by high council, all very similar clothing, zero presence of corporations or other private enterprises, rule of the government over apparently everything... Go figure.
