A potential problem with them being ascended beings is that it doesn't exactly correlate with the pattern found in the background radiation given that that goes back to the Big Bang. Now, while the Destiny appeared to be on the lookout for things like changes to star systems between when they were charted by the seed ships and when the Destiny appeared, it's possible that they are not supposed to have a correlation. Meaning, the Planet Builders are a red herring that attracted Destiny's attention because it has no way of knowing whether it is related to what it's looking for not.

It's also not impossible that they could have a connection with the background radiation and still be ascended beings if the writers intended to reveal that the universe's matter periodically expands, contrasts, and then explodes (https://www.theguardian.com/science/...ation.universe). Meaning, the Planet Builders would be ascended beings who, by ascending, survived from a universal cycle that predated this latest Big Bang.

All that said, Joseph Mallozzi has stated that they didn't originate as organic lifeforms, so they're not technically ascended beings:

Balial writes: “now that SGU is sadly over, could you please tell us, who The planet builders from episode Faith were? What kind of civilisation or society they were? Something more powerfull than the ascended ancients, or something different?”

Answer: We envisioned the planet-builders as an extremely advanced race who, while very powerful, differed significantly from the Ancients. They didn’t possess the extensive knowledge of the Ancients nor did they, at any time, evolve from a physical form similar to ours. Brad threw around the idea of having them pay us a personal visit at some point – but, like so many others, we’ll file that one under “season 3 stories that might have been”.

Lou Zucaro writes: “Joe, when you say that your idea for the planet builders included that they didn’t evolve from a physical form like ours, can you elaborate on that? Were they energy beings? Mechanical? Or just a lifeform vastly different than humans / humanoids?”

Answer: We never got that far, but I envisioned them as lifeforms vastly different than humans.

There are a couple of important takeaways from this:

    1) It appears that The Swarm was right when, in 2010, he noted that just because they're energy beings doesn't mean they're ascended beings: "We saw energy beings before that were not ascended, why are these any different ?" Organic beings have the ability to transcend their original form, but it doesn't mean that all energy beings started out that way. Rather, some may have simply come into existence under a particular set of conditions (e.g. the Big Bang).

    2) They didn't have a firm grasp on what the Planet Builders were, so what Mallozzi said was subject to change as the actual writing and brainstorming process progressed. They could easily have changed their minds and decided they were an ascended race after all.
