He's not as important as Rush, it's funny because he's kind of the anti Rush in a way.
Rush has an extremely workaholic type work ethic, a very flexible self serving sort of ethics and little concern for what others think of him beyond them becoming a potential threat or asset to him. Eli on the other hand is a slacker who's nice to and generally wants to be liked by everyone.
Rush gets more done and is more reliable by a long shot, but he's also much more devious and independent minded, and far more likely to evacuate the atmosphere in your quarters one night if you piss him off to frequently, or expose you to larval brain worms "accidentally" as part of some bizarre secret experiment he's running in a secret room.
