          Spoiler:
...and the answer will likely be "no", because both other times the planet being used got blown up.

Those planets that assploded had natural naquadria, and alot of it. Langara has artifical naquadria, and in smaller amounts cuz it was both made from, and degrading back into regular naquadah. So its got to be alot safer to attempt from langara.

If it does work that means Langara could dial destiny, and some insanely distant 8 symbol addresses on the other side of the universe. It would still be a one way trip, but anyone wanting to leave the galaxy would NEED to go there to do it. So it makes sense why their government would pursue it. Theyd be the sole intragalactic gate hub, pegasus, ori-ville, the asgard galaxy, Destiny, any of the galaxies behind destiny.

An let face fact, Rodney has a nasty habit of blowing up his experiments to.
              Not a good combination.

Joe Mallozzi confirmed that those planets Icarus an Lucian alliance planets were not natural Naquadria an was created by someone. My guesting is the Gould on Langara got a lot further with his research than we know so far, an survive the lab explosion on Langara an abandon the planet, he got far enough in his research to convert entire planets cores to Naquadria.
This could also link into where the Lucian alliance got its info from to, the Gould, was he given a name, was research an trying to activate the 9th chevron an the probably about what awaited him on the other side. Which explains the door keys the Lucian alliance bought with them.

I was left with the impression that once they got the math right they would be able to dial Destiny without blowing up the planet.

"blowing the planet" is an effect of the bombardment, not the dialling itself

Only the first time. The second time was just dialling without properly calibrating the power.

nope. the second time, the Hammond attacked the shield, creating an identical effect.

I got the impression, that it was combination of the attack and the rushed (no pun intended ) dialling. Don't forget that, so far, every connection to Destiny was established without taking the proper time or measures to prevent the planet from exploding. This piece of dialouge seems to confirm this:

                          (from "Subversion")

RUSH: I'm kidding. This is probably gonna take some time.

                          OLAN (embarrassed): Well, of course.

RUSH (tetchily as he sits down at the computer): Quite possibly the rest of my life.

                          (from "Incursion (1)")

KIVA: We're under attack. Can we dial the ninth chevron?

RUSH: Not without blowing everything up.

The Hammond never fired on the planet. They sent 302s. That's a far cry from an orbital bombardment. The 302s didn't destabilize the core like the Alliance did the first time. It was dialling that caused it.
