Well yea, all brigs have a toilet. In the Voyager episode 30 days, where Tom Paris is in the brig for 30 days, he has a toilet in there.
I should hope so. 30 days is a long time.

there was an episode of voyager which had neelix saying all but 4 toilets on the ship weren't working and that cues were starting to form. i believe it was the episode The Void but i am not sure.
what do the toilets do anyway that would require power?
