I am not 100% sure of what you all are talking about when it comes to ships etc but I think I have an idea. Me myself personally, I think Scott will move to Tamara because he will be able to understand her woes and he feels guilty about not being there for his own son. Chloe will then cry on Eli's shoulder and will brew their relationship, but unfortunately in the end he will not get the girl. He will move on to someone else and then Chloe will regret not taking him when he was available.

I kinda like the ship. Geek guy getting the girl is always fun (Thanks Seth Rogen!), but I anticipate huge tragedy if they ever get together. Joss Whedon Wesley/Fred levels of horrifying tragedy and shipper tears. She'll stick with Scott for a while longer, I'm sure of that. If she stays with Scott, or they drift and she turns to Eli (If he doesn't tire of her "friend-zone" thing with her), then maybe something can happen. Lots of differing factors that may keep them friendly for ever and ever (Mayhaps Eli'll get a love interest of his own, hence jealous Chloe?) and ever and ever...
Though, their friendship is pretty cool as is. Moments in Human especially, where we learn that she actually values her friendship with Eli enough to suck it up and try to gain his trust again after the Divided stuff. Good on her, really. And Scott strikes me as oblivious enough to Eli's liking of Chloe (Remember Water, with Eli's little comment about Scott dying horribly? ) that the three of them trapped somewhere might make for some interesting dynamic. I just hope it's a subtle one, not a very jarringly forced one.~ When life gives you lemons, don't make lemonade. Make life take back the lemons back! Get mad! I don't want your damn lemons! What am I supposed to do with these? Demand to see life's manager! Make life rue the day it thought it could give Cave Johnson lemons! Do you know who I am? I'm the man who's gonna burn your house down! WITH THE LEMONS! I'm gonna get my engineers to invent a combustible lemon that BURNS YOUR HOUSE DOWN! ~
