Anyone know much about computers? HELP!!

Help. My fan is going crazy. CPU fan to be precise.
    Computer: HP Pavilion a1620n
    Mobo: Asus P5LP-LE

History: PSU died, I went poking around, took everything off, I removed the thermal heating grease by mistake (but I have since then reapplied more), and bumped a few prongs on my cpu holder so that they are bent, but everything working (online wise) seems fine. Now the CPU fan is going at 3800-4000 rpm, even in BIOS, whilst the cpu temp is around 40C
    What is wrong?

    Here is my motherboard

no puter tech, but it sounds to my inexperienced ears like the cpu equivalent of a thermostat is broken, making it think it's warmer than it really is, thus triggering the fan to turn on when it doesn't need to be turned on
thing is, i'm wondering if that thermostat is on the motherboard, if it is, then your only fix is a new motherboard
