because simmons really badly wanted that information and he knew that even with the hand device the gao'uld wouldnt still be able to do much or get away if they had enough guards.

He wouldn't, he'd show the Goa'uld the hand device and promise to give him it once he's got the information. I doubt he'd stick to his word, though.

It was meant to be a token gesture by Simmons, to give the Goa'uld (false) hope of one day having real power and/or freedom. After that, Simmons may have traded a larger cell for the secrets of hyperspace, a few servants for a weapon capable of killing all the other Goa'uld, etc, etc... until one of them inevitably stabbed the other in the back.

Simmons had to give the Goa'uld something to try and convince it that yes, one day Simmons would release it. It was a tactic to soften up the Goa'uld, to show it the benefits of co-operating with Simmons. Somehow, "day release schemes" don't work too well with Goa'uld that can jump hosts at will, so Simmons offered something the Goa'uld could appreciate and use within the confines of its cell... but not something powererful enough to let the Goa'uld escape said cell.
Coming soon to Syfy and DVD... hopefully!
