in season 5 episode 14 "48 hours" simmons tries to blackmail hammond for a goauld hand device whitch is what the goauld they got locked up wants in exchange for information. but why in the world would simmons give the goauld a wepon in exchange for information. it makes no sense.

It was meant to be a token gesture by Simmons, to give the Goa'uld (false) hope of one day having real power and/or freedom. After that, Simmons may have traded a larger cell for the secrets of hyperspace, a few servants for a weapon capable of killing all the other Goa'uld, etc, etc... until one of them inevitably stabbed the other in the back.
Simmons had to give the Goa'uld something to try and convince it that yes, one day Simmons would release it. It was a tactic to soften up the Goa'uld, to show it the benefits of co-operating with Simmons. Somehow, "day release schemes" don't work too well with Goa'uld that can jump hosts at will, so Simmons offered something the Goa'uld could appreciate and use within the confines of its cell... but not something powererful enough to let the Goa'uld escape said cell.
