    Nope. They were lead by Yu against Anubis, Ba'al only rose to power after Anubis had been defeated in Lost City, and even then he ended up working for Anubis when he returned.

      Ba'al voted for Anubis to come back to the system lords.. then turned on him together with Yu..
      and after Anubis got blown up took a large part of his empire.. and when Anubis returned.. he forced Ba'al to support him.. but Ba'al told the SGC about the plan .. and helps to activate the Superweapon agains the replicators..

      So he was on Anubis' side.. but then turned on him..

          This theory stands out as the most likely of ones, however I doubt Ba'al *gave* his ship to Anubis. Ba'al probably had plans for the ship or something, and Anubis took it for his own.

                Ba'al destroys Anubis's first mothership when it is orbit over Jonas's homeworld Kelowna. So he wasn't working with him and only served him after his defeat above Earth to keep himself alive and figure out a way of destroying Anubis.

                Plus Anubis probabely built the motherships himself as he was gathering his power for thousands of years before attacking the System Lords so had plenty of time on his hands and some of the Knowledge of the Ancients.

                And he only voted to allow Anubis back as a System Lord because Anubis promised to destroy Earth which the other System Lords couldn't do because of the Protected Planets Treaty with the Asgard!

                  Ba'al didn't work for Anubis until after SG1 destroyed Anubis' fleet, including his flagship. It never really says where Anubis got the ship, but I think the best theory is that wherever he did, Ba'al got it at the same place.

                    Just to clarify, Baal voted to allow Anubis to return along with several other system lords (Summit / Last Stand). Yu opposed Anubis and fought a war against him (Revelations) then spent about a year trying to convince the other system lords to also oppose Anubis. He succeeded in uniting all of the system lords against Anubis including Baal (Full Circle), only for their combined fleet to be destroyed. Then Baal took control of the system lords (Fallen/Homecoming) and continued to fight against Anubis. When Anubis's fleet was destroyed (Lost city), Baal turned on the other system lords and began creating his own Kull warriors (New Order). Anubis survived and escaped the SGC (Lockdown), and the next time we see either Anubis or Baal, Baal is working for Anubis (Reckoning).

                    My theory on the flagship is that it was built by Anubis before he ascended. The other system lords captured it and decided that it was too powerful for any of them to use, so they designed a failsafe that the only way which the weapons could be used is if all the system lords agreed. This is why Anubis needed all of the 'eyes' before he could use it.
