Remember he also has an Athosian character. It would be interesting to see Michael and Tod interact though...

We haven't seen Halling since season 1, we've seen a lot of Todd in season 4.

Considering what kind of episode "The Last Man" is, it's kinda obvious that it's going to be Todd Sheppard hears from, in the future of Atlantis.

Of course Todd will be back sooner or later. He is or is nearly a fan favorite. The Only chnace Halling would be back for Last man is if the dissapearance of the Athosians arc is to be explained either that or that he is an ascended being...Who knows Todd might have stolen atlantis while shepard was away.

It looks like Michael kidnapped the Athosian people, so it wouldn't suprise me if he does play Halling.

Also TPTB did kill off other beloved characters....
