I know this show basically embodies the trope
    (SG1 too)

they wouldn't even need the thalaron radiation device just the raw power of those ships combine with the new cloak would completely outclass anything the federation has
I wouldn't be so sure of that. Transphasic torpedoes, which the Federation now has, could probably make short work of a Scimitar-class vessel, provided they can come up with a countermeasure to defeat its allegedly "perfect" cloak. Also, according to the books, the Federation now has crude quantum slipstream capability that can get it to places like the Gamma or Delta quadrants in a matter of months, so that pretty much guarantees them a rapid response to any attack within its own borders. But it's probably all moot since with the destruction of the Reman-hijacked prototype they don't have any more of them left (Shinzon having used the prototype to destroy all the other ships of its class), unless they built some extra ones in secret.

if it's romulan to begin with then the romulans still have the design schematics they can build more of these things

          .............Right???
As if a great pilot couldn't evade the plasma storms (that's a failing of all Trek Shows IMHO - except ENT maybe - they only show the ships statically pounding each other in most scenes, despite the fact that even the larger ones are quite nimble...sure, a Defiant is more nimble because it's smaller, but the other ships aren't space-stations with only station-keeping-thrusters!)

Also: It's a "WHAT IF"-Scenario, so we can easily decide that those ships can handle it!

          greetings LAX
ps: I agree that the Romulans wouldn't only store the blueprints on site! Then again: The leader of the Tal'Shiar is a Federation spy (!) so getting those blueprints? Not that big a deal...now: Combine this technology with the Holo-Cloak (from Star Trek: Away Team!) and the phase cloak and you have a pretty hard to beat ship, especially if you add all the tech Admiral Janeway had (not only the few bits they adapted on short notice...They probably kept the scans of the Admiral's shuttle and copied its computer-memory!)
