It's a classic example of dammed if you do, dammed if you don't. /
I think JMS wanted to bring this fact to its logical (and realistic) conclusion; that a good, powerful person/organisation will be both deified and demonized, depending on who's examining them and how close or far removed from the events the examiners are.
