Kinsey is a douche, an ignorant, self important douche. As said however, he is supposed to be and the actor (Ronny Cox) plays him well.

One of those really well-played bad guys from the series. I heard the Mr. Cox is a very pleasant person in real life, so creating such a upleasant character is the proof of his acting abilities.
