How do you know they can't? We haven't seen one dialed manually but that doesn't mean it isn't possible.

Hack into it? I was thinking more of something similar to what can be done to MW gates where by you rotate the inner disc either by hand or with a machine to dial out.

There's not been a need to spin it manually because of the regular DHDs and the puddle jumpers but it's possible that could arise in the future.

I don't think it can spin in real life though, so a doubt we'll see it in an episode.
