You raise excellent points. I think it was one of the Silurian personalities that got to me... the voice just didn't seem to fit and he appeared too childish....
And I agree, the Claws of Axos was a much better Master story. But the use of the Royal Navy in The Sea Devils gave the story something extra imo..
