Following the destruction of Apophis' fleet (Exodus), I thought Goa'uld cloaking technology had passed.

Seeing as it had caused a power vacuum and the other System Lords were battling one another until Anubis returned (Summit/Last Stand)

Anubis' first mothership with advanced shields failed (Decent) and his second mothership was destroyed (Homecoming)... followed by the destruction of his complete fleet and his energy shield (Lost City)....

Ba'al took Anubis's Tech for himself (New Order)... and thus more Goa'uld System Lord battles until the Replicator onslought (Reckoning)...

Osiris, Lieutenant of Anubis, had a cloaked Al'kesh (Chimera, Endgame)...

The current Ha'Tak motherships may not have the ability to cloak.

Sokar was a rogue System Lord, who didn't share his technology with the other Goa'uld and had a fighting force that rivaled that of the collective System Lord's forces.

Couldnt you just take a cloak generator from a scout ship or a cargo ship and slap a bigger power source on it like the Atlantis team did? It must not require a ZPM because I dont think Apophis had one (though I have no proof one way or the other). So if it doesnt require a ZPM and they could use one of the cloak generators from their other ships that do cloak, why have they not been able to build a cloak for a Ha'tak?
It is very likely that the Ancients version of a Cloaking Shield and the Goa'uld version are quite different, with different limitations. Even if Apophis had only one ZPM, that wouldn't explain how he could cloak an entire fleet. As I said, I think the technology was appropriated from Sokar, but was lost upon the destruction of Anubis' fleet from the Super Nova, and his own death a short time later.

The Atlantis cloak wasn't powered by the generator alone. They 'simply' tied it into the shield to reproduce the effects of the puddle jumper cloak (there probably is a 'cloak city' button somewhere but the team hasn't found it yet). The cloak was powered by the ZPM (which the Goa'uld do not have), which was powering the shield (hence they were defenceless once the cloak was activated)

As others have pointed out, all of Sokar/Apophis' hataks that possessed working cloaking devices were destroyed. It is highly likely that Anubis also knew how to cloak hataks, but he had a history of not trusting his subordinates with the full extent of his technology (see Chimera where he provided Osiris with an Al'kesh with an Asgard-level cloak and transport beam but not Asgard sensors). Thus, it is very possible that the only big ship(s) in his fleet that had cloaking devices were his various flagships, which are all destroyed.

Let's face it, Teal'c is rarely wrong about such things.

this isnt the first time somethng like this has happend.. if any of you live in the USA and watched sci-fi last night they played a few episodes from season 1-2 the episode where teal'c son riac becomes brain washed and worships apophis. oniell says "I dont trust it Teal'c He could have a naquida bomb in his cheast waiting to go off when we bring him back" and teal'c says "the symbote inside of him would reject any type of naquida enhanced object." yet a season or 2 after teal'c is having nightmares at the SGC because riac was becoming the mature age to get a symbote and teal'c wanted to stop that from happening... I thought he had the symbote already? thats what that episode from season 2 said.

When Riac gets the symbiote, that is the first time we hear of Teal'cs family. Remember Hammond going off on him for not teling us and O'Niell getting mad that he left a family behind. That is also the ep. when SG-1 meets Bra'Tac.
At the beginning of the ep. where Riac gets the poison in his teeth Bra'Tac comes through the gate with bad news and nobody says anything.

Yes, we get what you mean. Just because on eperson can do something, doesn't mean everyone can. What we are saying is that that tech. died with Apophis.

The bounty hunter didn't have a Mothership, he had a cargo ship. We, the US, can make jets and bombers invisable to radar. Now making an Aircraft Carrier invisable we can't do. The stuff flying off of it, yes.

Perhaps there are several ways to cloak a ship. Certain methods are easier to amplify, like the one on the Puddle Jumpers. Or perhaps the way they connected it to the shields created something entirely new.
