I could imagine that Baal knew Quetesh.
Hm, I'm not sure if he looks that happy. She seems to be taunting him.

As were all heavily speculating at the moment:
When this scene came up in the previews for S9, I speculated that it might be Quetesh, not Vala, because of the seemingly arrogant expression. Ok, the ep turned out to be about her former snake, but this is of course an enraged Vala confronting the prior.
That's how wrong you can be.
