You have to register at the site. After logging in you're directed to the forum. Just click on "Polls", then "Stemmen" under "Mooiste Vrouw" - you get back to the voting site. Now you will see "Stem" (vote) on the right side of the statistics of an actress.

I've registered a year ago and I only visit the site for voting. No problems at all.
