It does look like that! I think it's the light playing tricks. The light in that episode (Submersion) did interesting things- look at his eyes in these shots:

They're almost an electric blue, as are Rodney's- I think it's the light. Neat effect though!

Brown hair typically can show hints of red of the light is right! Must be the devilish side of Radek showing!
