What do you use? gimp? I tried to do cutouts before on paint and on my photo editor, and it's frustrating as hell.

Gimp and Photo Express. Gimp is a bit complicated at first, but PE is very simple for use and has great options. Paint is only good for resizing images.

I can't remember of his character from Charmed. And I haven't watched JAG, only those 2 episodes, pilots of NCIS. I think he also appeared in one episode of NCIS. I'll check it on IMDb.
