They were in PK space, and Moya is a PK ship, so she prolly just assumed he was. Peacekeepers have a big problem with mixing species, so its extremely rare to find a Peacekeeper who is not Sebacean (human).
However, in the Uncharted Territories, there are colonies of Sebaceans who are not Peacekeepers.
