That caught me off guard too. I thought he would make it into the top 10 or even top 5. But you're taking it out on the wrong characters.
Like I said.... mad & blind! ... I was already voting them anyway...
Seriously, I don't think I care anymore, I saw all the names left and none really remind me of hero-ism than Angel, he did his redemption thing heroically everyday while it's so easy to just 'don't care' or just slip to his darker side persona which is always there (as shown in Orpheus).
The others has a distinctive 'good-guy' personallity in them, so being a hero kinda like the next step to them (however difficult that step is) but Angel is not a good guy, he is fighting his true nature to fight the baddies and help people. They said the biggest enemy is yourself

Benjamin Sisko < I didn’t want to vote for him, he went above and beyond his duty, but for the most part, duty is what it was.
Commander William Adama < doing his duty, sure it’s a tough job, but that’s all it is IMO
Indiana Jones < Protagonist, not a true hero IMO
