It wasn't so much Hydra as it was Garrett and they made perfect sense given his role as the clairvoyant, plus he used them for more unwilling subjects. So far we haven't seen anyone else that is being used in that manner. In fact Whitehall has alternate means, what with the brainwashing.Please do me a huge favour and help me be with the love of my life.
