I can't recall ever seeing him actually touch it, but maybe he has. I know he made Raina touch it and he presented it to Whitehall, but did he handle it either of those times, or another that anyone remembers?

Unless I'm mistaken, we haven't seen him touch it. This is not to say that he can't--we know he's got super strength so he might be an Inhuman, just like Skye's mother was (she just had a different power). So he may very well be able to.
