Depends on your definition of film noir I guess.

I would suggest:
Minority Report (2002)
The Ghost in the Shell and its sequels (Japanese anime to be sure, but perhaps it'd qualify on some points at least)
Another possibility might be A Scanner Darkly (rotoscope animation), although that's mainly because other movies based on PKD books fit the genre.
