    Why was Woolsey involved?

    Wouldn't he be too busy with Atlantis and its issues to act as the negotiator for Earth in this matter?

    It the time between the end of Atlantis and where SGU is now he might have been replaced. Assume some changes would of been made with Atlantis on Earth.

      Also... what issues on Atlantis? Atlantis landed on Earth, it probably has less issues than ever. No threat of wraith or replicators. A nice view of the bay. Unrestricted assistance from SGC scientists and other earth resources.

      We can only speculate at this point. We have been given no evidence that Atlantis has gone back to Pegasus at this point. In which case, the Atlantis crew have been hanging around getting bored that their missions have been indefinitely postponed. Woolsey probably has enough time to help out with other Stargate program initiatives. ESPECIALLY now that it seems the LA is the most prominent threat, after what it did to the Pentagon. I'm sure the IOA had no hesitation to pull Woolsey away from his boring desk job in Atlantis to put his diplomatic skills to use.

          Woolsey was made permanent commander of Atlantis, something has changed. We all think Atlantis is on Earth, yet there was supposed to be an Atlantis movie released by now divulging us this information...yet I know where Atlantis is

                Actually it make a lot of sense for Woolsey to be there ,consider the facility 's potential abilities to dial the 9th chervon, then it must be more than capable to dial the 8th chervon to Pegasus.
                whether or not Atlantis is on Earth or back in Pegasus, the war against Wrath still require a supply line to Pegasus.

                How come no one even mention Icarus 's base the abilities to dial to Pegasus ?

                  Because that's like powering a lightbulb with a nuclear reactor. They have a ZPM which can dial Pegasus.

                    Because Earth doesn't have any reason to care about Pegasus anymore. The only reason that Earth invested so much into Pegasus was because the Atlantis Expedition was there and they were more likely to find valuable technology than the MW teams.

                    With Atlantis safely on Earth, there is no need to return to Pegasus. The IOA is hardly going to authorize the spending of billions of dollar to fight a war against the Wraith (which the Ancients themselves lost) when we already have all the technology we want present on Earth.

                      With Atlantis on Earth the status quo has changed and as we know in Sci-Fi the status quo always returns to the mean

                          I think the reason Woolsey was there was because he's McKay's superior. This was a diplomatic mission, which meets Woolsey's ability, and being with McKay meant he was the most well briefed on the subject.
