In Air there was no DHD attached to the gates. Eli had to use the Kino's remote control in order to dial out. Does this mean that a native species on a planet cannot use the stargate? Were the Ancients trying to "hog" the gates for themselves? Why isn't a DHD present, or is a DHD there and we're just not seeing it?

these gates aren't a proper network the ship went to pegasus at one point but then later the lantians rebuilt the network with propper gates id wager these tempary gates have a few other things about them too
1. all identical
2. simpler plinths look at the thing holding it up just a metal peice not ornamental stone steps.
3. probably not as insanely robust as the MW ones.
4. no unique POO probably a generic one like a puddle jumpers dhd

As someone said earlier, the common idea is that the gates that we're seeing in SG:U are the oldest/most generic version of the gate produced by the Ancients, and that it's what was deposited in each new galaxy that the seeder ships visited.
Later, when they colonized a new galaxy they would update the gates, and plant DHDs. It explains why the Milky Way gates have symbols based on constellations seen from Earth, and why the Pegasus gates seem much more advanced and are (presumably) based off constellations as seen from the planet Atlantis settled on.
