How do the Warlocks have artificial gravity when they were already been commissioned at the end of season 4 when the Alliance decided to give them artificial gravity?

According to the guy who designed them, Tim Earls, the ships had limited artificial gravity, like .3 Gs or so, but the tech from the other races made them fully operational.
