Why did a DVD-screener for this episode exist?

And it wasn't like last season where the screener consisted of unfinished versions of the episode, no, this one had everything. It was the finished product.

Now why does it exist? I mean, why would they need a DVD-screener of it?

Apparently it helps them promote the show if they send it out to the media early...

Yeah, it’s always annoying when a major spoiler gets out. Still, there are so many precautions you can take. The early release of Search and Rescue is a great example. This season, we were faced with a choice: send out press screeners like last year and risk the episode ending up on the net, or hold of on sending out copies of the episode with the press kit. Ultimately, we decided to send out the screeners because we felt that there was more to be gained by getting the show out there to the various media outlets.
Not sure why this year it was finished and last year it wasn't though. If I had to guess, I'd say that's all they had done when they went to send them out last time around. Perhaps since it was to air later they took their time putting the finishing touches on it, where as this year they had to get it done much faster.

But what are they used for, though? Television reviews and TV guide blurbs?

becuase the studio wants positive glowing reviews in the papers hours before the show airs, to entice people to watch the show. most screeners are pretty much complete; last year's was more rushed, hence, the lack of music, etc.

I'd like to point out one cold, hard fact here: if Hollywood studios and the MPAA were really committed to stopping (or at least, slowing) piracy of full-length feature films currently in theaters and television shows prior to their release, they would tell the reviewers and critics and columnists to stuff it, and wait for the actual release like the rest of us.

They have to know that their practice of releasing DVDs early to critics is a big part (if not the only source!) of these perfect-quality bittorrent screeners becoming available online. Moreover, if they're not snooping the IP addresses of critics like they do the downloaders and downstream torrent seeders, they're literally allowing it to happen, almost with their blessing. Who do they think is the original seed? God?

How can they possibly condemn people for downloading what they themselves are providing early to critics- and very likely free of charge- when these perfect copies can only have come from the DVDs the studios themselves hand out? Do they just not keep track of who gets sent a copy of XYZ_prerelease_DVD?

Or, rather than rank incompetence along the entire chain, is it more likely that they just don't care?
Can ye tell me why th' pirate jokes are so funny?

            Because they Arrrrrrr.

Every TV show sends out screeners to the media - so that magazines and TV shows etc can review the episodes in their TV guide sections. It helps promote and publicise the show. It's the same as movie reviewers for magazines and TV shows getting to see advance previews of movies so that they can review the films.

Nothing different has happened this year with SGA from last year - the reason the screeners sent out last year were unfinished eps was nothing to do with the eps not being finished yet... it was a screw-up by someone who approved the wrong files for the DVD. Last year's DVD screener should have contained the completed episodes, same as this year's did.

It brings in more money if they can drum up publicity about the movie in advance.

Undoubtedly, which would seem to suggest that they don't think it's that big of a problem - or that it is at least worth it. Especially since its just one episode - would be worse if its a whole season.

Nonsense, they wouldn't know the IP addresses of critics - america is no a police state (yet?) - besides it is likely that Bittorrent is the final destination, not where it originates.

Because they are have not given the people downloading permission to do so.

Sure, but a dvd is a dvd - it would be very expensive to produce individually numbered material with watermarks, something they are not willing to spend.
