I can't choose between Jurasik and Katsulas either. Of course, they had colorful lines and some really meaty stuff to act. Compared to most other shows, I don't think there are any truly bad actors on B5...

It's definitely down to Jurasik or Katsulas, but I say Peter Jurasik's Londo edged out Katsulas' G'Kar ever so slightly.

I always felt like JMS was trying too hard to have Bester be this cool villain who always had a funny and biting comment. I'm not sure but it seemed like a combination of bad lines and bad execution that made me hate seeing Bester show up. What he DID, however, was brilliant. What he did/said when he wasn't master scheming... No.

It´s always hard to choose one in such great show - they are all perfect.
But my vote went to Bruce Boxleitner. I am not sure why, I think that I would put also Anderas Katsulas, Peter Jurasik, Claudia Christian or Jerry Doyle on the first place. But Sheridan had lots of scenes that made me shiver, he was fantastic in many places so my vote for him.

I admit, he looked great in the black uniform but it didn´t influence my decision

Alfred Bester and Londo Mollari were amazing characters for villains. They could betray you one moment and kill you the next so seamlessly and humorously. Out of the semi-villains, Londo was the best; he was fleshed into a three dimensional man with desires for power that went too far. Bester was just pure sadistic and pretty evil. I do not know if Koenig wanted to escape his Checkov type casting, but he did excellent in the role for that to happen.

For the Heroes, Sheridan, Delenn, and Sinclair were the top as the ONE, hehe! Garibaldi would be next as he is also amazing and fun to watch from drunk to officer to drunk again. Ivanova will always be my favorite bisexual on the show. For the Best alien performance, G'Kar would win in any contest. He has the best attributes of humanity and honor that could not be beaten out of him, which is amazing and quite revealing as we watch his life unfold and his final death in the future.
