Why is there a 24 hour quarantine on Midway?

As far as I know, there isn't a quarantine when you gate to Earth directly from Pegasus, so why is there one on Midway?

They stopped dialing directly to Earth one Midway was up and running, the quarantine was introduced after the recent outbreaks.

When a children's disease almost brought down the Expedition they instituted the quarantine protocol.

Now that they gate directly to Earth again, they'll probably, if smart, be send to an interstitial planet for quarantine.
