Maybe it's reasonable to assume that at first Teal'c and Jonas weren't being paid, but I think for sure they've got to be paying Teal'c by now.

I think they probably did that at first, Replicarter, when he was still living on base. Maybe even for quite a while. But now that he lives off base he kinda needs his own funds. I don't see how he could function in society if he had to fill out a requisition/expense form every time he wanted to order takeout.

Oh, I agree, I think they pay him. My guess is that they started season 2ish. Saving the world makes you worth pleasing.

Hm, those estimates seem high even factoring in hazardous duty pay:

Then don't forget that anyone making over about 75k gets taxed at %40... And I'm sure they can't write off "Alien Fighting Gear" at the end of the year...

The other thing to remember is that officers have to buy things that enlisted personnel are issued. My guess is that Daniel makes the most of the four of them.
