What's the episode number on this one? First it was 3.09, then it got shifted to 3.08, and last I heard, didn't 3.08 become the Sivea/Bay'lar ep?

This is now 3.08, but it was originally 3.09. 3.09 is now the Sivea/Bay'lar episode.

Ah. So, where does that stick Death's Chariot? 3.11?

"Death's Chariot" is now 3.14.

3.11 is an episode that's in very early stages of development, and that will reveal some backstory on a recurring character, who so far hasn't had too much serious character development. If things work out, we might also see a famililar face making an appearance in this particular episode.

My guess on the recurring character is that it's either Sato or Hoffman.
